About Course

The HHSRS Refresher Course brings practitioners fully up to date with the reformed Housing Health and Safety Rating System. It covers what the HHSRS is and its legal basis, why it was reformed, the new 21 hazard profiles, the new banding and traffic-light approach, and the new baseline indicators.

What Will You Learn?

  • Apply the reformed system to six worked cases, covering fire, excess cold, falls on stairs, indoor air pollutants, domestic hygiene, and collisions and entrapment

Module 1: Why HHSRS needed to change
Why the HHSRS needed to change, what the review found, the five headline changes, and how HHSRS2 sits alongside the wider reform landscape.

Module 2: The new guidance suite
The three parts of the new guidance suite, the case studies, and how to navigate the documents in practice.

Module 3: The new 21 hazard profiles
The amalgamations that take the old 29 hazards down to 21, and how to map a deficiency to the right hazard.

Module 4: The new banding system
From the old A to J scale to three bands, and where professional judgement sits.

Module 5: Baseline indicators
What baseline indicators are, what they are not, and how to communicate them to landlords, tenants and partners.

Module 6: Worked cases on the amalgamated hazards
Six worked case studies, from official material: four on the hazards that changed most in the 2026 reform, plus two further high-frequency hazards for broader practice.
